Endumeni councillors approve pay rise despite financial crisis
Endumeni councillors approve salary increases amid severe financial strain, sparking heated debate over accountability and priorities.
The issue of allowances took centre stage at Thursday’s heated Endumeni council meeting, where councillors debated a proposal to increase their pay.
Recently-appointed Acting Municipal Manager Martin Sithole tabled an item from the Department of Cooperative Governance and Traditional Affairs (CoGTA), which allowed for a 2.5% salary increase. He also proposed that the executive councillors, Municipal Public Accounts Committee (MPAC) chairperson and chief whip be made full-time positions—changes that would further raise salary costs.
Some councillors argued that the increase was justified given rising living costs, but others condemned the move, citing the municipality’s dire financial situation. The municipality faces a massive Eskom debt of around R300 million, collapsing infrastructure and a disclaimer audit from the Auditor-General.
Heated debate over priorities
ANC councillor Zitha Shelembe led the opposition, warning that approving salary hikes amid financial instability would anger residents. Cllr Phakathi added that the proposal appeared to serve “coalition favours” rather than public interest.
Despite objections, the motion passed narrowly by seven votes to six, with one abstention. Critics described the decision as irresponsible, given the municipality’s unfunded budget and service delivery challenges.
Cllr Naresh Gopie noted wryly that while the council is “cash-strapped”, no one would ever vote for a salary decrease.
Meanwhile, a separate motion of no confidence in the mayor and speaker—brought by the ANC and ABC—was withdrawn due to procedural issues, though ANC councillor Kheswa hinted the matter “was not over yet”.
The decision to prioritise salary increases over urgent infrastructure repairs and service delivery has left many questioning whether Endumeni’s leadership is out of touch with the community it serves.
