So must we call Ghost- busters?

We read on the website (www.northernnatalcourier.co.za) that Dannhauser is to build a pound and rid the town of stray animals that are a nuisance in terms of road safety and health.
This is good news, and well done to Dannhauser for showing the way.
What about Endumeni? We know there is a pound here, but there is not much done to impound cattle that stray onto the Helpmekaar road and the dangerous Dundee/Glencoe road.
There have been many accidents caused by stray cattle, and by now you would think the authorities would have taken steps.
We always read what motorists should do – for instance, not talk on their cellphones while driving, not speed, etc. – which is all good and well, but what motorists need is for the authorities to come to the party.
We need them to implement laws for such as stray cattle, excessive noise, drinking in public, etc.
There is also confusion as to who is responsible for policing these laws:  the traffic guys or the SAPS? We know of one incident where a resident who phoned the police regarding an illegal party in a public area was told by the radio operator to stop harassing the police ‘or we will take you out’.
Clearly, this is not helpful, and makes people not trust the authorities.
There is also a possibility of people then taking the law into their own hands, which again is not a good idea.
So, it would be nice to know which law enforcement body is responsible for what, and who we can call. Ghostbusters…?
