Pensioners exempt from rates?

Madam – In an article dated September 6, 2013, in a national newspaper (The Star), it mentioned that pensioners in their 70s might be exempt from rates.

The article stated that most pensioners over the age of 70 appeared to be unaware that since July 1 of last year, they were exempt from rates on their properties under certain circumstances.

Most pensioners still believe they are only entitled to a 50 per cent discount.

I refer: “There is no income threshold, and earnings are not taken into account in this new rebate – the only condition is that the municipal value of the property, as of July 1, 2013, must not exceed R2-million. Also, the applicant for the rebate must be the owner of the property and live on it. An application form must be filled in and signed by a Commissioner of Oaths – either an attorney, police officer or bank manager. The form, together with an ID document, should be taken to the nearest city customer centre where a reference number will be issued. The rebate will not be backdated, but take effect from the time of processing.”

As a 76-year-old pensioner, I put forth the question to the municipality as to why this was not being adhered to in Newcastle if it was law? A few years ago, the pensioners in Newcastle used to receive 6 KL of water free, and even this service was taken away from us.

The indigent now benefit from 12 KL of water free, whereas we have to pay and this is unfair as we also have to survive on a pension. Who is accountable and why are pensioners being overlooked?
