Vehicle damage on poor roads? Who foots the bill?

I think instead of dancing for jobs that are not going to materialise, we need to look at the state of the roads in Estcourt

Please may I ask a few questions?

Firstly I am so cross – but cross is not the right word, I am furious. My friend went to buy some fish and chips during a night last week and when she was reversing; her car went into one of those storm water drains that DO NOT HAVE COVERS over them and the damage to her new car is quite high.

Now my question is who does she send the bill for the repairs to? The landlord? As those are his buildings, or the municipality because surely somebody should be held responsible for the damage to the vehicles? Not all of us drive nice SUV’S and 4 x 4 vehicles that we will not feel the damage.

But I would like to know and have a reply to that question. Secondly there is another UNCOVERED storm water drain in front of a supermarket in Victoria Street, what happens if I step into it and break my ankle or my leg. Can I then send the account to the municipality or to the store owners?

I know that people take/steal these covers to sell for some pocket money or for whatever reason, but surely instead of buying new vehicles for every conceivable department of the municipality – that must have cost a few rand – they could look at sorting out the “little” problems FIRST.

Has anybody tried to park your “ordinary” vehicle in front of Stapleton’s – have you seen the state of the road there?
No, I think instead of dancing for jobs that are not going to materialise, we need to look at the state of the roads in Estcourt.
But the question still is: TO WHO/WHOM DOES MY FRIEND SEND THE ACCOUNT FOR THE REPAIRS OF HER VEHICLE?
