How is prepaid electricity charged?

I would like for the municipality to give residents a rate chart, in order for us to know how they formulate a charge for electricity.

I use a prepaid electricity system and I find that when I purchase electricity, money will be deducted from this. Five rand, seven rand, two rand gets taken off.

And this occurs as soon as I load the electricity onto the prepaid electricity system. All this money eventually adds up, why is the municipality deducting this money without notification.

I’ve had my system checked as well as electrical appliances thinking they might be problematic, but it turns out they not.
The prepaid electricity system is grossly affected.

Can the municipality shed light on this matter?
