What is debt impairment? What is "OTHER expenditure" at R79,451 million?

Just a few simple questions about the draft budget in the Estcourt News (May 3) entitled ‘Millions to spend and millions to pay’ (page 2).

Not sure which council, but I’m gobsmacked at the figures. I’m a bit “presidential” when it comes to large numbers like this! Could we have a little more clarity in “simple” language?

How much is going out and how much coming in? Could you explain service charges, transfers and subsidies (to where, from where)? Do we have investments to get interest from?

What is debt impairment? What is “OTHER expenditure” at R79,451 million? How many councillors do we have? Let’s say 20? So each gets R397,800,000 allocation. Really?!

Where does this money come from? How many people are contributing to this amount?

Please could you break this down in simple language so plebs like me can understand just a little where huge figures like this can be used in our little rural areas?
