Discussions held on Heilbron’s proposed transition to Metsimaholo Local Municipality
Heilbron currently forms part of the Ngwathe Local Municipality.
Senior leadership and officials of both the Ngwathe Local Municipality and Metsimaholo Local Municipality engaged in discussions on the proposed incorporation of Heilbron into the Metsimaholo Local Municipality after the Local Government Elections. Heilbron currently forms part of the Ngwathe Local Municipality, which also includes the towns of Parys, Vredefort, Koppies and Edenville.
The meeting was convened at the request of COGTA’s Dr Motingoe, who is serving as the Ngwathe Municipality’s administrator.
According to Ngwathe the meeting provided an opportunity for various workstream leaders to present their areas of responsibility and outlined preparations aimed at ensuring a smooth transition should the proposed incorporation proceed.
Key areas discussed included Information and Communication Technology (ICT), human resources, the Integrated Development Plan (IDP) and other essential municipal functions.

Officials emphasised that the proposed transition involves more than simply changing municipal boundaries. It will require careful coordination of systems, personnel, services, resources and institutional structures to ensure continuity.
As Metsimaholo and Ngwathe continue their engagements, both municipalities have emphasised the importance of cooperation and coordination in laying the foundation for effective service delivery and a stable transition.
