The Portfolio Committee on Correctional Services says it welcomes the Department of Correctional Services’ (DSC) investigation into allegations of extortion and poor living conditions reported at the Kgosi Mampuru II Correctional Centre.
Committee Chairperson, Kgomotso Anthea Ramolobeng, said they are deeply concerned by allegations that inmates are subjected to extortion payments, sexual exploitation and overcrowded and unsanitary living conditions.
“These allegations come against the backdrop of persistent concerns about overcrowding, contraband and the safety and security of correctional facilities. The committee reiterates that correctional officials must uphold the law and protect the rights and dignity of inmates. Officials found to be involved in corruption or the smuggling of contraband must face the full consequences of the law,” Ramolobeng said.
Ramolobeng also emphasised that the committee would continue to exercise its oversight responsibility and would require the DCS to account for all matters, including the measures being taken to strengthen internal controls, combat corruption and ensure that inmates have access to basic necessities without being subjected to exploitation.
“If substantiated, such conduct would constitute a serious violation of inmates’ dignity and raise questions about security, corruption and the management of remand detention facilities,” said Ramolobeng.
Inmates are allegedly being forced to pay R240 cash for a bunk bed and mattress or have family and friends send the funds to an outside account.
Section 4(1) of the Correctional Services Act: This clause explicitly dictates that the department ‘must provide accommodation and basic physical amenities completely free of charge to all inmates’.
The committee welcomed the DCS undertaking to investigate the allegations and expects the investigation to be urgent, thorough and transparent.
Furthermore, the committee will seek a detailed briefing from the department on the outcome of the investigation and the measures taken to prevent such practices.
