New blood for city administration

The Tshwane metro has revealed plans to appoint several senior officials, including a chief financial officer.
It was announced that Umar Banda, who has been acting chief financial officer since 2014 when his predecessor Andile Dyakala was suspended, is now nominated to be at the helm of the city’s finances.
At its monthly meeting last week, council approved several senior position nominations, effective from 1 August.
The appointments reveal that, in filling appointments, the city cast its net wide.
The new nominated governance and support officer is Lorette Tredoux, presently the executive director for governance and intergovernmental relations at the SA Local Government Association.

The chief operations officer is James Murphy, presently the divisional head of urban management and functional relationships at Ekurhuleni metropolitan municipality.
The nominated chief audit executive is Phillip Moeketsi Ntsimane, presently chief audit executive at eThekwini municipality.
The chief of emergency is Previn Govender, presently divisional head of strategy and planning at Ekurhuleni metropolitan municipality.
Hilgard Matthews, presently executive manager for stakeholder relations and communications at Johannesburg Water will be the new head of communication and marketing.
Nosipho Hlatshwayo, who has been appointed head of city strategy and organisational performance is presently the executive director for city strategies and performance management at the metro.
Council confirmed the nominations pursuant to sections 56 of the Municipal Systems Act, 32 of 2000.
The appointments still need to be approved by Cooperative Governance & Traditional Affairs.
A new chief of police still has to be appointed but the council has approved the advertising of the position.

Jenny Malan is currently acting chief of the Tshwane metro police.
Mayoral spokesperson Samkelo Mgobozi said before the appointments were confirmed, the administration satisfied itself that the candidates met the relevant competency requirements.
“Screening of candidates had been conducted and the nominated candidates were not on the list of staff members dismissed for misconduct.”
Mayor Solly Msimanga said he hoped the appointments would help with “effective implementation of the plans we have to turn the city around, which will be aided in large part by the appointment of the senior managers who we will work diligently with to deal decisively with a range of challenges”.
