UPDATE: City offers illegal dumping reward

The metro could also dispose of the waste and claim the expense from the culprit.

Unprecedented levels of illegal dumping in Tshwane have prompted the metro to review its waste management bylaw.

A reward of R3 000 is now being offered to citizens who report illegal dumping.

The by-law also provides for action to be taken against offenders.

These included recovering from the cost of clearing up illegal dumping.

Mayoral spokesperson Samkelo Mgobozi said illegal dumping should be reported to centres and waste inspectors set up for this purpose.

He said the waste by-law upheld the polluter-pays-principle.

The responsibility for the removal of illegally dumped waste was that of the one responsible for dumping the waste.

“Should someone be found guilty of contravening the provisions of this section, he or she shall, notwithstanding any penalty imposed on him or her by the court, remove and dispose of the abandoned waste or waste material as directed by the city.”

The metro could also dispose of the waste and claim the expense from the culprit.

“A person who wishes to report non-compliance with the by-law including illegal disposal or abandoning of waste should report to the contact centres and waste inspectors revealing as much as he/she possibly can.”

Information required included the nature and location of the debris, photographic evidence and the licence plate number and description of vehicles involved

Report transgressions to the Metro Police By-law Enforcement Centre from Monday to Friday between 07:30 and 16:00 on 012-358-0070 or by email to bylawenforcementcenter@tshwane.gov.za or bec@tshwane.gov.za.
