Cemetery View perpetrator must cough up R2 500 for dumping fine

Metro spokesperson Lindela Mashigo says the city is dealing with illegal dumping hotspots through the enforcement of the Waste Management By-Law and issuing of fines to transgressors.

An illegal dumping attempt was thwarted by the Tshwane metro police (TMPD) on Sunday, July 7 at Cemetery View informal settlement. The culprit was charged and slapped with a fine of R2 500.

This act of trying to dump illegally at the Pretoria east informal settlement follows the metro’s massive clean-up campaign there on Wednesday, July 3.

Illegal dumping and scenes of mounting waste and rubble were a common sight at the squatter camp before the clean-up.

Lots of building rubble, and plastic waste piled up at the camp, due to businesses, especially in construction or renovation, illegally dumping there to save on costs.

According to spokesperson Senior Superintendent Isaac Mahamba, the perpetrator was spotted by the TMPD while doing their round checks at the area.

“The perpetrator was charged with illegal dumping and was issued with a R2 500 fine.”

Mahamba said the truck was not impounded due to the perpetrator not being caught red-handed in the dumping process.

He said Tshwane’s illegal dumping by-law discourages illegal dumping.

“There are designated areas which community members can use to dump waste. Anyone who is caught dumping waste illegally will be liable to a fine of R2 500.”

He urged residents to report illegal dumping as it occurs.

“Members of the public are encouraged to report illegal dumping at TMPD on 012 358 7095/ or 012 358 2124.”

Illegal dumping continues to be a headache for environmentalists, causing health issues, as well as being a financial burden on the city.

Metro spokesperson Lindela Mashigo said the city is dealing with illegal dumping hotspots through the enforcement of the Waste Management By-Law and issuing of fines to transgressors.

Mashigo warned residents the city would deal harshly with anyone caught dumping illegally.

He added that illegal dumping might also be caused due to a lack of knowledge.

“However the city is conducting regular education and awareness campaigns through the Re Kaofela Clean-Up and education campaigns held every Friday.”

He said during these sessions, communities are educated on the importance of keeping their environment clean, as well as on proper waste disposal options available in the city.

According to Mashigo, the city has plans to commission additional waste transfer facilities citywide and has embarked on a process to identify vacant land parcels for development.

“In terms of installation of street bins, the city is also assisting in identifying spots where they are required, however, implementation and/or development will be dependent on budget availability.”

He said it is the metro’s responsibility to allow residents to live in a clean and safe environmen,t but residents are responsible for helping combat illegal dumping.
