Tshwane law enforcement no longer operating in silos after signing MoU
The intergovernmental collaboration will serve to ensure that communities' safety and well-being is strengthened by involving all public safety key role players.
Tshwane formalised an agreement with the Gauteng government and law enforcement agencies on April 15 as it took steps to combat crime and strengthen community safety.
The agreement is a bid to strengthen policing and ensure safety in the metro.
MMC for Community and Safety, Hannes Coetzee, signed the Memorandum of Understanding (MoU) on the Provincial Integrated Policing Framework to work hand in hand with Gauteng Provincial Government toward transforming public safety.
Coetzee said the integrated approach will not only strengthen their hand in addressing crime hotspots, enforcing by-laws, reclaiming public spaces and restoring community trust in the metro, but also reinforce critical community safety.
“More importantly, it affirms our commitment to building a caring, accountable and secure metropolitan city, one where every resident can live, work and thrive in safety.”
Coetzee outlined the MoU key priorities, saying, “It ensures an enhanced collaboration between municipal and provincial law enforcement bodies, fostering a unified approach to tackling crime and safety concerns”.
He said it also streamlined operations through shared intelligence, joint planning and tactical deployment, allowing various agencies to work together and effectively allocate resources when necessary.
“It ensures greater responsiveness to community needs by integrating enforcement functions across jurisdictions, ensuring that voices of residents are heard and considered in safety strategies,” he added.
He also said the MoU ensures support for localised safety strategies, including the metro’s own municipal policing priorities and crime prevention initiatives which are tailored to address specific challenges in communities.

Coetzee said the metro stands ready to implement the Provincial Safety Strategy according to the MoU.
“I, on behalf of the Multiparty Coalition Government, fully welcome and support this strategic initiative. This agreement paves the way for a deeper coordination between Gauteng, municipal enforcement units, the SAPS and other critical role players,” said Coetzee.
Gauteng spokesperson, Vuyo Mhaga, said the MoU outlines a comprehensive five-year framework for intergovernmental cooperation, bringing all key role players in community safety together, including local municipalities, CPFs and Gauteng Crime Wardens.

He said Premier Panyaza Lesufi praised the signing of the MoU as a powerful moment of unity and decisive leadership, stating that Gauteng law enforcement was no longer operating in silos.
“Today, we are united under one vision and one plan to protect the people of our province. I thank all the municipalities who signed this MoU for abandoning unnecessary bureaucracy and putting the safety of our residents first,” said Lesufi.
Mhaga said Lesufi emphasised the link between safety and economic development, saying that the economy of Gauteng would not grow, and that job creation would be hampered by high levels of crime.
“The signing of the agreement forms part of the province’s integrated response to the 13 most pressing challenges identified by the Premier’s State of The Province Address,” he said.
He said the MoU is active for a period of five years and will be reviewed annually by all parties to ensure measurable progress, transparency, and responsiveness to emerging safety challenges.
“The agreement further aligns with the priorities of the Gauteng Growing Together 2030 Plan, reinforcing safety and security as a foundation for inclusive development, mobility, and investment attraction,” said Mhaga.

Coetzee said he hoped the partnership will be a turning point in urban management and visible policing across the province, ensuring that the rule of law is upheld and that an environment where community safety is paramount is created.
