Plans to reduce water backlogs at muni

DEVELOPMENT of water infrastructure and clearing water supply backlogs could forge ahead significantly should the Development Bank of Southern Africa (DBSA) decide to come on board to lend a helping hand.

Capricorn District Municipality (CDM) mayor, Gilbert Kganyago, and mayoral committee members met with DBSA officials last week to discuss their plans and to find out how the DBSA could be of assistance to the municipality.

Speaking on behalf of the DBSA, Dawie Mocke said the kind of support they discussed was only given to municipalities that were not metropolitan municipalities.

“The aim is to develop their water infrastructure and to reduce backlogs in water supply,” he said.

Some of the available finance support interventions include a loan facility, frontloading and project finance.

Non-finance support models include institutional capacity support and asset management support.

The proposed intervention comes at a time when CDM is pressing ahead with programmes to reduce infrastructure delivery backlogs, especially in bulk water supply (11%).

The municipality’s executive committee now has to evaluate the available models of funding and choose the appropriate support plan before it can officially apply for any assistance from the DBSA.

Kganyago said they were pleased that the DBSA was impressed with the municipality’s project planning and implementation capacity.
