Capricorn District Municipality’s (CDM) senior management team appeared before the municipality’s Municipal Public Accounts Committee (MPAC) on Tuesday to elaborate on matters referred to in the 2018/18 draft annual report.
The purpose of the annual report is to provide a record of the activities of the municipality during the previous financial year and to report on performance against the budget. It also serves to promote accountability to local communities for decisions made by council.
The hearing was open to the public and Municipal Manager Nokuthula Mazibuko and Executive Managers provided answers to a list of pre-submitted questions raised by MPAC chairperson Paulina Makgato and MPAC members on re-adjustments of targets, budget adjustments and restatement of figures in the financial statements.
The main purpose of the MPAC is to exercise oversight over the executive functionaries of council and to ensure good governance in the municipality and this includes oversight over municipal entities. The chairperson of the MPAC has been appointed in terms of a council resolution and is not an office bearer or member of the Mayoral Committee of the municipality. Furthermore, the chairperson of the MPAC should be an experienced person, due to the important role that the MPAC plays in the municipality. The members of the MPAC are delegates from all the political parties represented in the council.
