Proof of address, a must for licences
Regulation 25(7) has also been amended to authorise refusal of the issue of a license disc if a person has not provided proof of their physical and postal address.
Msukaligwa Local Municipality Licence Section has received several complaints from motorists and the public regarding proof of address details when renewing their licenses.
The municipal communications office says in terms of the regulation 32A of the National Road Traffic Regulations which came to effect on 1 November 2015, anyone who wishes to do a transaction with a licensing authority and the NaTIS System is compelled to provide proof of their address details.
Regulation 25(7) has also been amended to authorise refusal of the issue of a license disc if a person has not provided proof of their physical and postal address.
All natural and juristic persons and companies must provide their full names, date of birth, identity number, business registration along with any form of acceptable identification.
When asked what is acceptable proof of postal and residential address, municipal spokesman Mandla Zwane said any utility account can be submitted, provided that in the case where the person is not the person in whose name the account is issued, the owner of the account must make an affidavit declaring that the person resides at the address and the utility account must accompany the affidavit.
In a case a person resides in an informal settlement, they must have a letter with an official date stamp from the ward councillor confirming the postal and residential address.
Persons complying with these requirements must also complete an NCP form and furnish it along with the above. This form is available at all licensing authorities.
