Govan Mbeki Municipality launches Unemployed Graduates Incubation Programme

The blueprint outlines structured workplace learning, professional development, performance monitoring and skills transfer.

The Govan Mbeki Municipality officially launched its Unemployed Graduates Incubation Programme on June 29 at the Lillian Ngoyi Centre in Secunda.

According to the municipality, the programme is a strategic initiative aimed at empowering unemployed graduates with practical workplace experience while strengthening the municipality’s future skills pipeline.

It marks the commencement of one of the municipality’s key human capital development initiatives for the 2026/2027 financial year.

The municipality said the launch was the culmination of months of strategic planning, consultation and programme development undertaken by its Human Capital Section.

The programme was conceptualised in response to the growing challenge faced by graduates who possess academic qualifications but lack the practical workplace experience required to enter the labour market.

The municipality said a comprehensive implementation blueprint was developed to ensure the programme aligns with the municipality’s Integrated Development Plan (IDP), Skills Development Strategy and long-term vision of becoming a model city of excellence.

The blueprint outlines structured workplace learning, professional development, performance monitoring and skills transfer to ensure graduates receive meaningful exposure across various municipal departments.

The Executive Mayor, Nhlakanipho Zuma, welcomed the graduates and encouraged them to embrace the opportunity with dedication, commitment and willingness to learn.

He also wished them success throughout the 18-month programme.

The municipal manager, Elliot Maseko, also addressed the graduates, encouraging them to approach the programme with dedication, professionalism and integrity.

He said the initiative was designed not only to provide workplace exposure but also to develop future leaders for the public sector and beyond.

During his presentation, Maseko outlined the statistics behind the programme’s successful implementation.

The municipality said the programme was formally advertised in November 2025 and targeted graduates residing within the Govan Mbeki municipal area.

A total of 340 applications were received, with 224 candidates shortlisted, 150 attending formal assessments, and 90 graduates ultimately appointed.

Maseko said the Unemployed Graduates Incubation Programme reflects the municipality’s commitment to investing in human capital, reducing graduate unemployment, and creating opportunities that equip young professionals with the skills and experience needed to participate meaningfully in the economy.
