Is this now the norm?

Has no one ever complained about the squatters who have invaded the spaces in between the pillars that hold up the bridge that spans Hendrik Potgieter Road between Makro and Clearwater Mall?
Every time I drive under this section of the bridge, I cannot help but notice the deteriorating state of the area with these squatters that seems to get worse every day.
They have put beds and mattresses on the island in the middle of the road. They have put up cardboard partitions, made cooking fires that blackened the walls of the bridge, and paper, rags, bedding, garbage, and other junk are piling up there. It looks like a city dump.
These squatters have been there for months and the area they are occupying is in full view of the public driving past all day long. It has become ridiculous! Surely this cannot be allowed to continue; I am appalled by the state of the scene.
Is this now the norm, and that it’s fully tolerated and allowed by our local councilmen? I wish to understand why this filth is being tolerated and gradually destroying our beautiful suburb.
