As 2025 comes to a close, the Rosebank Management and Lower Rosebank Management Districts (RMD) reaffirmed their commitment to a precinct that is safe, well-managed, and thriving.
Mikhaela Donaldson, the district manager, explained, “This year has been defined by decisive action, tangible improvements, and measurable outcomes, demonstrating the RMD’s ability to maintain order, enhance infrastructure, and deliver meaningful benefits to residents, businesses, and visitors alike.”
The following were achieved by the Rosebank Management and Lower Rosebank Management Districts:
Delivering public space maintenance
Throughout the year, public spaces across Rosebank were maintained to the highest standards.
Streets and walkways were kept clean and litter-free, signage was maintained, graffiti removed, and greening and beautification initiatives carried out to enhance the precinct’s character.
Beyond routine maintenance, the team supported essential municipal operations, including backfilling trenches, reinstating pavements, and providing assistance to law enforcement where required.
Key infrastructure projects included funding repairs for the stormwater drain at Bath and Bierman Avenue, and installing 100 bollards at intersections prone to illegal parking to safeguard pedestrian pathways.
The Rosebank District Manager reiterated, “Our commitment to making the Rosebank node walkable further included the pavement upgrade on Cradock Avenue outside News Café, in which broken and uneven paving was replaced to create a safer and more pleasant pedestrian route.”
Safety and law enforcement: Firm action, measurable results
The precinct faced several safety challenges during 2025, including increased vulnerability in certain areas and occasional spikes in petty crime.
Security efforts remained vigilant and effective, ensuring a well–managed and safe environment. Law enforcement operations, in close coordination with JMPD and SAPS, were intensified, and the majority of by-law issues were resolved promptly.
As a tourism and visitor hub, the RMD partnered with Joburg Tourism to deploy ambassadors to the area to provide information and act as a deterrent to scammers and opportunists.
These outcomes reflect a firm commitment to proactive interventions, coordinated action, and collaborative execution.

Building community
To foster community support and investment, the RMD facilitated various upgrades to the Rosebank Police Station. This included improvements to the children’s corner and victim support room, executed by Kingsmead College, as well as painting and other maintenance work sponsored by Total Energies SA.
This investment in community infrastructure is vital to ensuring that residents have access to critical amenities and that these spaces remain well-maintained and reflective of the dedication of those who work there.
The precinct’s impact extended beyond infrastructure and safety. In partnership with corporates and local organisations, the RMD invested in initiatives that uplifted the community. Leading up to the festive season, 150 packs were distributed to vulnerable residents through a partnership with Cross the Divide.
Over 120 backpacks, along with food, clothing, towels, and essentials, were delivered to Immaculata Shelter as part of the annual Build a Backpack campaign, demonstrating tangible social responsibility.
Environmental sustainability also remained a priority. Through the Adopt a Tree campaign, in collaboration with Johannesburg City Parks and Zoo, over 226 trees were distributed and planted, reinforcing the precinct’s commitment to urban greening and enhanced public spaces.
Donaldson highlighted, “2025 saw the return of our stakeholder engagement sessions in which RMD stakeholders, city departments and entities, NGOs in the precinct and other key role players could provide feedback on issues affecting the node and discuss solutions and interventions to address key challenges.”
These sessions bridge the gap between the community and the city and have proven to be a valuable platform for partnership and collaboration.
