Mayor Morero Unveils Turnaround Plan to Tackle Joburg’s Service Delivery Crisis
The State of the City Address by Executive Mayor, Cllr Dada Morero, outlined the city's challenges and a plan to address them. A Turnaround Plan is in place with key components, including a Service Delivery War Room established in March 2025 and the establishment of a "Bomb Squad" to remove constraints impacting service delivery.
The Bomb Squad is already addressing long-standing community complaints.
Recent initiatives include the “War on Potholes” launched in Ward 90, and high-impact service delivery operations in various regions. A debt recovery operation was also launched to collect outstanding municipal bills from businesses. The city’s revenue collection approach has been overhauled to improve financial sustainability, with a focus on robustly collecting revenue from those who can afford to pay.

The Mayor emphasised the need for collective action, community engagement, and a commitment to creating a vibrant and resilient city. The address calls on the community to play an active role in achieving this vision, ensuring that Johannesburg becomes a Johannesburg we all want to see.
