JMPD halts controversial Bryanston billboard

City of Johannesburg declares billboard approval fraudulent, orders media company to cease operations.

An unauthorised billboard in Bryanston has come under fire after Ward 102 councillor Lucinda Harman flagged the installation in a video on July 2, alleging the contractors lacked proper permits.

When our team visited the site the next day, at least six workers were busy erecting the structure.

A man, claiming to be the site manager, produced a wayleave document, but the City of Johannesburg’s Department of Development Planning has since confirmed that it’s fraudulent.

The city highlighted several red flags: a non-existent reference number, mismatched site locations, irregular stamps, and misuse of an approval number issued to another company.

It also confirmed that Ndlovu Outdoor Media never submitted the required declaration in 2019, and the stated approval terms were inaccurate. The city has now revoked the wayleave and ordered the company to stop work immediately.

Harman confirmed that on July 4, the Johannesburg Metropolitan Police Department (JMPD) visited the site, shut down operations, and confiscated some tools.

A follow-up check on July 7 showed no further activity.
