ELM reportedly pays engineer for 4 years while he sits at home
The Emfuleni Local Municipality (ELM) has apparently been paying Silence Munwai, a senior electrical engineer, for the past four years, while he sits at home and does nothing.

EMFULENI. -According to Kingsol Chabalala, a member of the provincial legislature and the DA’s chief electorate in Emfuleni North electorate, Munwai has been sitting at home since 2019 while drawing an annual salary of R597 022.00.
Emfuleni’s manager of parks and cemeteries, Sithembile Ngobeni, obtained a protection order against Munwai after he apparently threatened to shoot and kill Ngobeni.
This after Ngobeni apparently addressed Munwai about him not being at work all the time.
This information was provided by the Gauteng MEC for cooperative government and traditional affairs, Mzi Khumalo, in response to written questions by the DA tabled in the Gauteng Provincial Legislature (GPL).
Chabalala says this unresolved dispute comes at a massive cost to taxpayers and cannot be allowed to continue.
“This dispute between the two employees is costing the Emfuleni residents, who are still suffering from a breakdown in service delivery.
“The fact that this dispute has been going on for years shows that the ELM’s human resources department has failed to address this matter,” says Chabalala.
The DA asked that MEC Elias Khumalo urgently step in and resolve the matter to prevent more money being wasted by the ELM.
The DA also asks that the provincial government of Gauteng put measures in place to ensure that disputes between managers and subordinates are resolved quickly.
