ELM MM hosts a two-day Financial Recovery Plan (FRP) workshop

VANDERBIJLPARK.- The Municipal Manager (MM) of Emfuleni Local Municipality (ELM), April Ntuli, hosted his core team: the Executive Directors, and Senior Management at a two-day Financial Recovery Plan (FRP) workshop from Monday.

The ELM said that the primary objective of the workshop was to assess progress on the FRP adopted as the municipality’s overarching turnaround strategy and to develop practical, accelerated interventions to ensure it delivers the expected results.

The aim is to develop clear, plans to address misalignments and improve overall organisational performance

“These outcomes are critical to stabilising the municipality and strengthening service delivery. The workshop also focuses on aligning the FRP with the Integrated Development Plan (IDP), and the municipal Performance Management Framework.”

By the end of the workshop, the municipality aimed to develop clear, actionable plans to address misalignments and improve overall organisational performance.

 The South African Local Government Association (SALGA), the Gauteng Provincial Treasury and the Department of Cooperative Governance and Traditional Affairs (COGTA) also participated, providing critical support and guidance.

Day two of the workshop focused on aligning the organisational structure, financial efficiency, and the adopted Integrated Development Plan (IDP) to strengthen effectiveness and enable coordinated service delivery.

Particular attention was given to revenue protection mechanisms

“A key highlight was the proposed Special Purpose Vehicle (SPV) proposed in the form of the Vaal Water Corporation, envisioned as a commercially driven entity to improve water services delivery and infrastructure while protecting and optimising revenue. Particular attention was given to revenue protection mechanisms, especially through maximising the Distribution Agency Agreement (DAA) with Eskom. This approach reflects the importance of leveraging existing agreements to stabilize financial performance while improving operational outcomes,” the municipality said.
