Council fails to sit

Umdoni Municipality said it will be take serious steps towards rectifying matters in terms of the recent non-sitting of council meetings.
The Speaker of Council, Cllr Nombuso Mpanza-Mngadi and Mayor Sibongile Khathi, have sought the intervention of Sipho Hlomuka, the MEC for Department of Corporative Governance and Traditional Affairs (Cogta), following the non-sitting of the municipality’s council meetings.“
A letter to the office of the MEC was issued this week requesting urgent intervention. This comes as a result of three special meetings and one scheduled meeting that consecutively failed to sit due to no quorum being established,” explained Umdoni Municipality spokesman, Sphelele Cele.
Speaker Mpanza-Mngadi said it was a serious concern and potentially impeded on the operations of the municipality. She said it needed to be decisively and urgently dealt with.
“These actions by certain members of council will not be tolerated because these are compliance meetings and failure to comply translates to a dysfunctional council which is not the case,” said Speaker Mpanza-Mngadi.
“Such actions will not lead us to despair, nor will they derail us from our service delivery mandate. The municipality will deal decisively with this matter while ensuring it has no negative influence on operations and community development.”
* In other news, following the suspension of Umdoni Municipality’s municipal manager, Dr Vuyiwe Tsako, and pending the current investigations against other senior officials on alleged financial misconduct, council has appointed Mzubanzi Silinga and Simon Dlamini as interim municipal manager and chief financial officer, respectively.
Mr Silinga and Mr Dlamini are expected to assist the municipality function like it should, pending the conclusion of the current processes being undertaken in relation to these positions.
“Mr Silinga has been appointed for a three months, while Mr Dlamini will serve in this position on a month-to-month basis, until a formal appointment is made on this position,” said Sphelele Cele, Umdoni communications manager.
“The council resolution to temporarily appoint them follows the receipt of a list of recommended candidates from Cogta, where both incumbents were included.”
Umdoni mayor, Cllr Sibongile Khathi, was pleased with Cogta’s recommendation and said she was confident Mr Silinga and Mr Dlamini would help the municipality get back on track administratively as well as in the delivery of services to the community.
