The removal of Umdoni Municipality’s acting municipal manager, DD Naidoo, has upset local communities and led to work stoppages by employees, resulting in no municipal services since last week.

Naidoo’s contract was terminated on August 5, and after public outrage, it was announced on Tuesday this week that he has since been replaced by Prince Zulu, who is believed to have commenced duties on August 6.

Zulu will serve in an acting capacity until Council concludes the process of appointing a permanent municipal manager.

Before the announcement of the new acting municipal manager became public knowledge, Naidoo’s termination resulted in a community protest last Friday, with Umdoni residents seeking answers as to why a decision was taken to remove him.

The residents gathered outside the Scottburgh municipal offices, protesting that mayor Mbali Cele-Luthuli step down, Naidoo be reinstated, and that there be an immediate explanation for his removal, and about general service delivery concerns.

On behalf of Umdoni residents, Sharon Cross of Scottburgh and Victor Naidoo, chairperson of the Park Rynie Civic Association, intended to hand over memorandums to the mayor, voicing concerns and seeking clarity regarding DD Naidoo’s termination.

Frustrations grew when the group was informed that the mayor and senior members of management were unavailable to accept the memorandums.

It was later accepted by Umdoni’s communications manager, Sphelele Cele.

In the residents’ memorandum, it is stated that the decision to remove DD Naidoo has come at a time when Umdoni Municipality needs stability, improved governance and better service delivery.

“The people of Umdoni deserve a municipality that is professionally administered, accountable and focused on its residents – not one consumed by political agenda.”

The Park Rynie Civic Association and the public seek transparency for the termination reasons; whether or not this matter was formally placed before council for consideration and decision and placed on the agenda; whether prior notice was given to the councillors; whether the decision was taken in accordance with all applicable legislation, municipal policies and contractual obligations; and what process was followed in reaching this decision.

The association also mentioned that it worked closely with DD Naidoo on service delivery challenges affecting the community.

“He maintained open lines of communication with community organisations and residents and played a significant role in restoring confidence between the municipality and its ratepayers. His leadership contributed to improved cooperation and greater stability within the administration during a particularly challenging period,” said Victor Naidoo.
