The duo joins the municipality’s executive team comprising Thembinkosi Cele (municipal manager), Hlanzeka Mchunu (chief financial officer), and Sonwabile Mkhize, (director of technical services).

Umuziwabantu Municipality recently filled two vacant senior management positions.

Siphamandla Zungu was appointed as director of community services, and Tsotelo Mohlaoli as director of corporate services.

Neither appointee is new to the municipality.

Zungu previously served as a facilities manager, while Mohlaoli held the special programmes manager position.

The mayor, Siboniso Zungu said Mohlaoli and Zungu’s understanding of the municipality’s operations and community dynamics are expected to provide immediate value and continuity in strategic leadership.

The duo joins the municipality’s executive team comprising Thembinkosi Cele (municipal manager), Hlanzeka Mchunu (chief financial officer), and Sonwabile Mkhize (director of technical services).

The mayor said the administrative leadership collective brought a balanced blend of institutional knowledge, technical expertise, and developmental commitment.

“This marks the beginning of an era of stability, strategic focus, and accelerated development in Umuziwabantu. With all senior posts now filled, we are well-equipped to respond decisively to the needs of our communities. We welcome Zungu and Mohlaoli in their new roles and are confident that their familiarity with the municipality, combined with their passion for public service will strengthen our capacity to deliver,” said Mayor Zungu.

He added that with a complete and experienced top management committee in place, the municipality was now poised to intensify its efforts in delivering basic services, fast-tracking infrastructure projects, and strengthening community engagement.

“This milestone reaffirms the municipality’s institutional maturity and readiness to drive its developmental agenda. As Umuziwabantu charts its next chapter, the municipality will focus on enhancing operational efficiency, strengthening interdepartmental coordination, and accelerating the rollout of priority programmes. It will also ensure that municipal plans are executed with urgency, transparency, and in close alignment with the aspirations of the people,” he said.
