Joburg residents urged to shape 2026/27 budget and tariffs as public consultations open
Public participation is encouraged in these consultation meetings.
Residents and stakeholders are urged to submit their inputs on the draft Integrated Development Plan (IDP) documents, including the Draft 2026/27 Rates Policy, the Draft Medium-Term Budget, and the proposed tariffs.
The Deputy Executive Mayor and MMC for Finance, Loyiso Masuku, has urged communities to actively participate in shaping the City’s future by attending the scheduled IDP public consultation meetings.
“The city calls on all communities, groups, organisations and stakeholders to make their voices heard. We encourage residents to provide meaningful input to help guide the City’s direction for the next financial year. Active citizen participation is essential in shaping how the city plans and delivers services,” said Masuku.
Masuku further confirmed that the draft rates policy is available for public comment on the city’s website and at municipal offices, alongside the draft medium-term budget and IDP documents.
The policy, now open for public comment, outlines how properties across Johannesburg are categorised and how rates are determined based on the general valuation roll. The policy is reviewed annually to ensure fairness, sustainability, and alignment with the city’s development goals.
As part of the consultation process, the city has proposed the following average tariff adjustments:
• Electricity: 8.63%
• Water and Sewer: 12.5%
• Refuse Removal: 6.2%
• Property Rates: 3.6%
Residents are encouraged to attend IDP public consultation meetings taking place across the city and to submit written comments for the draft rates policy and tariffs.
