The illegal structures are built near a hazardous 12-inch methane-rich gas pipeline, which poses significant danger. A decision to move the informal dwellers residing on Dayal Road was made during a full council meeting on March 31.
The decision was taken when the council learnt that families had built homes within close proximity to this dangerous infrastructure.
The council has now authorised an immediate consultation process to engage with the community on the removal of residents living in informal structures within the pipeline servitudes on Dayal Road.
The 12-inch (323mm) diameter pipeline, operating at a high pressure of 59 bar, carried methane gas — a substance that, when ignited, could have devastating effects.

Spokesperson for eThekwini Municipality, Gugu Sisilana, said in a statement, “This action is imperative to prevent potentially catastrophic incidents. Given the 12″ (323mm) diameter methane-rich gas pipeline’s operational pressure of 59 bar and a potential fatality distance of 240m, the municipality will strictly adhere to the United Kingdom Health and Safety Executive Planning Advice for Development near Hazardous Installation Guidelines.
“This ensures that no residential dwellings are permitted within a 3×10−7 fatality per person, per year risk zone.”
