NOTICE NOTIFICATION OF THE PUBLIC PARTICIPATION PROCESS FOR SAMANCOR CHROME LIMITED: EASTERN CHROME MINE – LANNEX SECTION WATER USE AUTHORISATION APPLICATION FOR PIPELINES, PIPE BRIDGE AND SERVICE ROAD WITH ASSOCIATED INFRASTRUCTURES CROSSING A WATERCOURSE ON PORTION 0 (REMAINING EXTEND) OF THE FARM ANNEX-GROOTBOOM 335 KT WITHIN THE FETAKGOMO GREATER TUBATSE LOCAL MUNICIPALITY, SEKHUKHUNE DISTRICT, LIMPOPO PROVINCE. Notice is hereby given in terms of Sections 39 and 41 of the National Water Act, 1998 (Act No. 36 of 1998) that a Water Use Authorisation Application will be submitted to the Department of Water and Sanitation for assessment by the Limpopo-Olifants Catchment Management Agency. Proposed activity: The applicant, Samancor Chrome Limited, Eastern Chrome Mines, Lannex Section has an existing Water Use License for the new tailings storage facility to be constructed on the farm Annex-Grootboom 335 KT. This notice related to the authorisation application for the proposed tailings slurry pipelines (1 main and 1 standby) from the slurry thickener to the new tailings dam and the return water pipeline form the tailings storage facility to the silt trap at the existing tailings storage facility. The pipelines will be located on a pipe bridge (steel) with supporting concrete plinths located within the 1:100 year flood line and crossing the unnamed ephemeral tributary of the Steelpoort river. Next to the pipe bridge there will be service road crossing the unnamed ephemeral tributary of the Steelpoort River. Location: The proposed location of the activities is on portion 0 (remaining extend) of the farm Annex-Grootboom 335 KT within the Fetakgomo Tubatse Local Municipality, Sekhukhune District, Limpopo Province. Water Use Authorisation Application Processes: Prescali Environmental Consultants (Pty) Ltd has been appointed by Eastern Chrome Mines to undertake a Water Use Authorisation Application in terms of the National Water Act, 1998 (Act No. 36 of 1998) and Regulation 17 subsection (1) of Government Gazette No.: 40713 Notice No.: 267 Dated 24/03/2017. Section 21 of NWA water use activities triggered by the proposed project require approval. The application will be submitted to the Department of Water and Sanitation for assessment by the Limpopo-Olifants Catchment Management Agency through the E-WULAAS system. Following discussions with the competent authority a decision on if the proposed uses will be authorised using a general authorisation or a full water use licence will be made. In addition, the proposed activities also require exemption in terms of GN704 for the infrastructures to be located within the 1:100 year flood line and crossing the ephemeral unnamed tributary of the Steelpoort River. Public Participation: The purpose of the public participation process is to inform Interested and Affected Parties regarding the proposed activities and application processes.
