Joburg Speaker concludes region D1 Summit as locals Demand Services
Residents raise their concerns and engage with city officials at the summit for Region D1.
Speaker of council Nobuhle Mthembu concluded the City of Johannesburg’s (CoJ) 2025/26 integrated development plan (IDP) regional summit for Region D1 at the Dlamini Multipurpose Community Centre in Soweto on May 10.
The summit allowed the Soweto community to engage with MMCs and city officials, where they raised concerns about service delivery challenges in their wards and received responses to queries.

Before the session, councillors did a walkabout, inspecting service delivery stalls set up by various city entities and departments to showcase initiatives to improve service delivery in Region D1.
The MMC for Finance in the CoJ, Margaret Arnolds, outlined the city’s plans for Region D1, highlighting key projects in the pipeline.
Johannesburg’s Transport MMC, Kenny Kunene, said: “The excessive rain from January to April exacerbated the pothole issue.
“We escalated this to the relevant authorities and are working on securing a substantial budget to repair Johannesburg’s roads. We informed the councillors and will deploy construction teams to address the problem.”
David Motshwene, a resident of Tladi in Ward 21, raised concerns about electricity issues in his community.

He also asked that the drug rehabilitation centre in Tladi give patients skills training and work opportunities to enhance their employability upon recovery.
Another resident, Rose Masubelele from Ward 20, spoke about not having speed humps on their nearby main road, which they have reported for over 10 years. She asked for urgent attention to this issue because she is worried about the safety of children.
“We have done two petitions regarding this issue since 2014, after a child lost his life on the road. The CoJ has done nothing to this day,’’ she said.
