THE number of stray and feral animals in Mtubatuba is astonishing.
Empangeni SPCA is campaigning to petition Mtubatuba Municipality under the KZN Pound Act, but needs citizens’ support. Each municipality is allotted R1 million specifically to set up a pound and, under the KwaZulu-Natal Pound Bill 2006, is legally bound to do so.
The Bill, certified on 2 March 2006 by the Provincial State Law Advisor, states that, ‘Each municipality without a pound must, within 12 months after the commencement of this Act, establish and operate a pound to service its area of jurisdiction’.
Roland Fivaz, Senior Inspector at Empangeni SPCA, requires statements from residents of Mtubatuba and surrounding towns before proceeding any further with petitioning the municipality to carry out its obligations.
To date, however, only one concerned resident has supplied a statement.
According to the State Prosecutor, Mtubatuba Municipality can be prosecuted under the KZN Pound Act only when statements from a number of residents are made.
