Veteran cop brings new vision for safer Empangeni streets

CAPTAIN Dup Herselman, newly appointed Sector Commander for Empangeni Sector One, is serious about tackling crime – from the ground up.

Capt Herselman, recently transferred to Empangeni from Melmoth, has been hard at work introducing his new sector policing strategy, with the ultimate aim of getting the community involved in crime prevention.

A 36-year veteran of the SAPS, Capt Herselman has made steady progress in setting up executive committees in different zones in Empangeni.

He chatted to the Zululand Observer about his goals, and why the new approach would benefit one and all.

‘I aim to bring a simple philosophy to Empangeni. I want to teach members of the community, those involved in existing crime prevention strategies and those interested in getting involved, how to make a positive impact while operating within the confines of the law,’ he said.

He explained that several procedures had to be followed when conducting a citizen’s arrest, as well as when one is allowed to use force and what amount of force would be legal in certain circumstances.

‘It’s quite simple. Imagine a railway line, with two guard rails. One can walk anywhere on the tracks, it’s only once you step over the guard rails that you are in trouble. The same applies to citizens acting to prevent crime.’

Capt Herselman, for the purposes of proactive policing, has divided Empangeni into several sub-sectors, and each sub-sector into zones.

‘Every part of town has a unique crime threat pattern,’ he said.

‘A person walking in town near A-Rank will for example, be exposed to different risks than a person behind the locked gates of their home in Grantham Park.’

Unstoppable force

Empangeni Sector One encompasses the entire CBD, all residential areas as well as the Rail and Khuleka – excluding only Umhlathuze Village.

‘My aim is to work with existing structures, to provide support,’ said Capt Herselman.

‘Sector Policing must not be confused with crime prevention forums. My job is to act as liaison between the community, who can tell me their specific needs, and police commanders.’By working together, we can get to the root cause of crime faster and more effectively.’
