Good audit outcome for King Cetshwayo District Municipality

HARD work and the implementation of various strategies has delivered a positive result for the King Cetshwayo District Municipality (KCDM), which received an unqualified audit opinion for the 2018/19 financial year.

The audit report was presented to council last week Friday, highlighting the district municipality’s financial performance in compliance with the Municipal Finance Management Act (MFMA), among other legislative frameworks for the year in review.

‘Although the Auditor-General has noted a finding in terms of governance relating to KCDM’s fresh produce market, we are extremely happy with these results and the performance of the municipality,’ King Cetshwayo District Mayor, Nonhle Mkhulisi, told the Zululand Observer on Friday.

‘The municipality established a fresh produce market with the intention of developing and expanding the agricultural sector and improving food security.

‘The purpose was to develop emerging farmers and introduce them to markets.

Mkhulisi said while challenges were experienced with the market, which also raised an audit qualification in the 2017/18 financial year, the implementation of a turnaround strategy during 2018/19 proved to be fruitful.

‘When the Auditor-General noted material findings in the previous year, we had to start from scratch and put systems as well as a team in place, which included the chief financial officer and municipal manager as an administrator at the market, which worked well for the municipality.

‘What makes us even more proud with this audit report is that the fresh produce market moved from a disclaimer audit opinion in the previous year to an unqualified audit,’ Mkhulisi said.

‘But we are closing the market and starting fresh with a new district development agency (DDA).’

She said part of the plan going forward will be to monitor the municipality’s response to its weaknesses.

Mkhulisi said they continue to find ways to improve the municipality’s internal controls in some areas and strengthen capacity that already exists.
