Ms Kgalalelo Masibi, spokesperson for the Public Protector, Advocate Thuli Madonsela, said the provisional report is being quality assured.
The EXPRESS previously reported that residents approached the Joburg Advocacy Group (JAG), which was still active at the time, for help with incorrect billing.
After failed attempts to get the city to resolve problems, JAG approached the public protector. JAG was founded by Ms Lee Cahill, a Kensington resident.
To date, the EXPRESS still receives billing complaints.
Residents are at their wits’ end because they believe they are being overcharged, are not receiving acceptable service from officials, are disconnected when they are not supposed to be disconnected and are charged interest on a zero balance.
The public protector’s report was due for release on March 31.
After this deadline had passed, Ms Masibi said the report was not finalised due to capacity challenges. It was anticipated that a draft report would be ready by the end of April.
Last week Ms Masibi said the investigation is complete.
“The report was drafted and submitted to the quality assurance unit,” she said.
A date for release of information regarding the investigation has not been decided yet.
