Manor Gardens UIP kicks off with focus on security and community development
After months of planning and community input, the newly established Urban Improvement Precinct has kicked off operations to boost safety, cleanliness, and urban renewal in Manor Gardens with tender applications set to close today.
AFTER months of preparation following the eThekwini Municipality’s approval in April, the Manor Gardens Urban Improvement Precinct (MGUIP) is ready to start the duties of restoring the area to its former glory.
The precinct began operations at the start of September and has moved quickly to advertise the posts for employees and services providers. The tender process closed on September 9, with external service provider contracts set to begin in October 2025.
“These operations are based on the approved Business Plan, which is available on the website www.mguip.co.za,” said MGUIP. “Key activities of the UIP will include: Improving safety and security, improving public space maintenance and cleanliness, improving communication with property owners, and promoting urban development and community cohesion.”

The declaration of Manor Gardens as a Special Rated Area (SRA) was formally approved on April 17. This followed a thorough public engagement and voting process. According to the eThekwini Municipality’s Rates Policy, establishing an SRA or UIP requires setting up a Non-Profit Company (NPC), which is governed by a board of non-remunerated directors. The board is responsible for approving the annual business plan and budget.
The newly appointed advisory committee includes: Adolphe Musem, Carol Lottering, Crillon Naidoo, Deidre Taylor, Deline Wallace, Frank Bryan Ashe, Lephoi Maduna, Nomusa Xaba, Shaun Kruger, Steve Jones, Sue Barratt, Thulisa Ndlela, and Wonder-Boy Msizi Shange. Jones encouraged residents to stay connected with the precinct’s developments through the Manor Gardens WhatsApp group and to ensure that their bills are paid on time.
“We also encourage members of the community to sign up to our website where there will be regular updates on the work of the UIP,” said Jones.
He added, “Residents are encouraged to pay their bills on time to ensure suitable collection rates and to enable the UIP to get all the funds allocated in time.”
