Why must we pay for services not rendered?

Mr Bosch writes by email:

Just wondering what’s happening with the refuse removal in Brakpan Central?

This will be the third week without collection, but we must pay at the end of the month.

Who wants to vote for a government that cannot even cope with something so small?

How useless they have become.
