Voting for the speaker of council was delayed after the EFF and the DA raised the issue of whether or not all the councillors present in the council chamber are in fact who they say they are and they said that there appear to be more people than there should be in the room.
Role call was once again taken.
The IEC has said that each councillor will be called up individually by name to come and cast their vote to make sure all ballots are linked to a person.
