These rules make provision for councillors to swear or affirm their faithfulness and obedience to the Republic of South Africa, the Constitution and the council before the magistrate in a council meeting or at any time by arrangement before the speaker in the speaker’s office.

Shivhenga welcomed the councillor, who can now participate in the official business of council and wished him well in serving the people of Ekurhuleni with integrity and upholding his sworn oath.
