Mayors and speakers gather in Ekurhuleni for national SALGA joint sitting

The City of Ekurhuleni hosted the South African Local Government Association (SALGA) joint sitting of the council of mayors and council of speakers.
The two-day gathering, held at the council chambers in the OR Tambo Government Precinct, brought together municipal leadership from across the country to engage on critical issues impacting local government.
The annual meeting serves as a key platform for mayors and speakers to exchange ideas, share experiences, and collectively strengthen the effectiveness of their respective roles.
Throughout the sessions, leaders actively contributed insights, advice, and practical solutions to enhance governance and improve municipal performance.
SALGA President Bheke Stofile highlighted that this year’s discussions are anchored on the 2026 Local Government Transition, including both pre- and post-election considerations.
Central to the agenda is the review of the White Paper on Local Government, a policy framework that continues to guide municipalities in delivering services and fostering development at a local level.
In addition, the joint sitting addressed growing concerns around litigation affecting municipalities, recognising its impact on governance, financial stability, and service delivery.
Leaders also engaged on pressing national challenges such as Eskom-related issues, particularly the ongoing strain on municipal finances and electricity supply, as well as the implementation and implications of the Administrative Adjudication of Road Traffic Offences (AARTO) Act.
The gathering underscores SALGA’s commitment to strengthening local government by fostering collaboration and promoting best practices among municipalities. It also provides an opportunity for leaders to align strategies that will ensure municipalities remain responsive, accountable, and sustainable in an evolving socio-economic landscape.
As deliberations continue, a strong emphasis remains on improving service delivery and equipping municipalities to better respond to community needs.
The joint sitting is expected to yield actionable outcomes that will support municipalities in navigating the complexities of governance, particularly during the transitional period leading up to and following the 2026 local government elections.
“It’s important that municipalities are ready and prepared for the transition after elections. There must be a continuity of the work to ensure residents are not affected by the transition,” said Stofile.
