According to Msukaligwa Municipality spokesman, Mr Mandla Zwane, a pipe burst occurred in the slipway and the first backfill was done on 12 March.

Municipal workers drained water that was in the hole and construction began on 9 May,” Mr Zwane said.
He added that leakages on the pipes, frequent rain as well as a leak on the sprinkler system, kept the hole filled with water thus creating muddy conditions that prevented them from completing the slipway.
