Msukaligwa Municipality recently cleaned the Petdam.
The job included the removal of reeds near the sluices and the green layer seen on the water surface.
According to Mr Mandla Zwane, spokesman for Msukaligwa Municipality, the green layer visible, seemed like leaves from the trees next to the dam.
Workers cleaning the dam noticed the sluices were mostly blocked with household waste.
Mr Zwane appealed to all residents to not litter as all of the waste ultimately ends up in the dam.
