Justice served – Man pleads guilty to animal cruelty
Kevin Pillay pleaded guilty to animal cruelty charges for the mistreatment of Lacey, a dog who suffered severe neglect.
JUSTICE was finally served at the Durban Magistrate’s Court for Lacey, a dog who endured heartbreaking suffering seven years ago.
The case of animal cruelty was opened in 2018 and Kevin Pillay pleaded guilty on Friday to charges of animal cruelty.
Barbara Patrick, manager of the Kloof and Highway SPCA, said they are happy with the court’s decision, and the 15-year ban on animal ownership sends a strong message that cruelty toward animals will not be tolerated.
Pillay was ordered to pay a R5 000 fine, or in default, 24 months imprisonment, wholly suspended for five years, on condition that he does not reoffend under Section 2 of the Animal Protection Act 71 of 1962.

“He was also ordered to pay R2 000 to the Kloof and Highway SPCA by October 31.”
Recalling the incident, Patrick said Lacey, a female Boerboel-German Shepherd, was discovered in a shocking state, severely emaciated, starving, chained, and left without water or shelter.
“Our veterinarian gave her a body score of one out of nine, confirming extreme malnourishment likely caused by starvation and parasitic infection. The photographs taken at the time tell a devastating story of suffering and neglect.”
Despite the many challenges in bringing this case to court, Patrick said inspectors Petra Abrams and Petros Simamane never gave up.
“Their unwavering commitment ensured that Lacey’s story was heard and justice was delivered. We extend our heartfelt thanks to them, as well as to the investigating officer, the State prosecutor, and Magistrate Sibiya, whose dedication ensured that Kevin Pillay was held accountable and that no other animal will suffer under his care,” said Patrick, emphasising that at the Kloof and Highway SPCA they will never stand by while an animal suffers.
She highlighted that they fight for those who cannot speak for themselves, and they will continue to do so until justice is served.
