'Officer lost my 82-year-old stepmom's licence at a roadblock, claimed it possibly 'stuck' to someone else's' – resident.

Could someone please help me?
On Saturday January 29 my stepmom was stopped at a police roadblock coming out of Cradlestone Mall.
The officer lined up about 10 cars and took all their driver’s licences and went to the pop-up van to scan for outstanding fines. (When I heard this I already foresaw a problem.)
This process took 15 minutes. On returning to all the cars he handed a white piece of paper to my stepmom and informed her he had lost her licence.
He informed her it got stuck to someone else’s and that person had it. No explanation, no assistance just told her to give it a week and it might turn up.
He told her to show the slip of paper with his contact number he gave her to any officer who might stop her, and she won’t have any problems.
She is 82 years old and is beside herself because she is driving without a licence.
I highlight this to the News to make motorists aware, and appeal to the person who accidentally received my stepmom’s driver’s licence to please contact the News.
