LETTER: Resident calls for action to curb youth gangsterism

Resident urges the mayor to act on rising gangsterism and support positive youth development.

Dear Mr Mayor

I am writing to share with you the impact of youth groups in our community and propose solutions to address gangsterism. As a concerned citizen, I believe it’s essential to work together to create a safer and more positive environment for our youth.

The impact of youth groups

Youth groups can have a significant impact on our community, both positively and negatively. On the one hand, they can provide a sense of belonging, support, and opportunities for young people to develop new skills and build relationships. On the other hand, some youth groups can be involved in gangsterism, violence, and other negative activities that harm individuals and the community.

The effects of gangsterism

Gangsterism can lead to increased violence, crime, and fear in our community. It can also have a devastating impact on young people’s lives, causing them to drop out of school, become involved in substance abuse and engage in criminal activity.

Solutions to address gangsterism

To address gangsterism in our community, I propose the following solutions:

• After-school programmes: Establish after-school programs that provide young people with a safe and supportive environment to learn, grow, and develop new skills
• Mentorship initiatives: Implement mentorship initiatives that pair young people with positive role models who can provide guidance, support, and encouragement
• Job training and employment opportunities: Provide job training and employment opportunities for young people, helping them to develop skills and gain work experience
• Community engagement: Organise community events and activities that promote socialisation, cultural awareness and community engagement

Youth group initiatives

To support positive youth groups and prevent gangsterism, I suggest:

• Funding for youth programmes: Provide funding for youth programs that promote positive development, education, and community engagement
• Community-based initiatives: Support community-based initiatives that provide young people with opportunities for personal growth, leadership development and community service
• Partnerships with local organisations: Foster partnerships with local organisations, businesses, and community groups to provide young people with access to resources, mentorship, and opportunities

I would appreciate the opportunity to discuss these proposals further and explore ways to implement them in our community. Please consider my suggestions, and I look forward to hearing from you soon.

Below is a concise response to the specific matters raised:

Youth support and after-school programmes

Education-related after-school programmes fall under the Provincial Department of Education. The municipality works with provincial structures where possible to support local initiatives. Residents may submit proposals to the IDP Office for referral to the appropriate authorities.

Local economic development, jobs and skills

The municipality continues to work with provincial and national partners on employment and skills programmes. These include agricultural initiatives, entrepreneurship support, business incubation, EPWP work opportunities, and youth learnerships. A new SMME and Supplier Development Programme is being developed to improve business support and mentorship in the city.

Community safety

A Community Safety Forum has been established to improve co-ordination between law enforcement, community structures, and private security stakeholders. This aims to strengthen responses to crime, substance abuse, and hotspot areas.

Social development

Ongoing work includes GBVF-related engagements, youth and community dialogues, partnerships with NGOs, and support programmes for vulnerable groups. A homeless shelter has been established in partnership with the Department of Social Development and a local NGO.

Youth advocacy and sport

Initiatives such as the Junior Student Council, local sports programmes, and civic participation forums aim to support youth involvement and community engagement.

Skills development

The municipal bursary programme continues to support students from low-income households. Additional skills development opportunities are offered through partnerships with organisations such as the Local Government Sector Education and Training Authority.

Human resources and public participation

Recruitment processes are ongoing in key service delivery departments. An online submission platform has been introduced to improve public participation.

The municipality remains committed to addressing community concerns and improving co-ordination across relevant departments.
