100+ Somaphepha homes billed incorrectly by municipality

The department will be asked to conduct a survey to align the 102 remaining stand numbers according to the approved general plan.

House numbering at Somaphepha does not correspond with correlating stand numbers, resulting in a mismatch of municipal accounts of more than 100 households.

The bungle was exposed in Tuesday’s last council sitting for the year, with the municipality reporting that during the 2017/2018 and 2018/2019 financial years, the provincial department of human settlements allocated 200 homes to be constructed on erven 521 and 522 at Somaphepha.

The stand allocations were based on the town layout plan because the general layout plan had not been approved.

The project was also registered according to stands on the settlement layout plan.

Upon assessment of the general layout plan, the Surveyor General changed the sequencing of stand numbers on the settlement layout plan.

The general plan was granted by the Surveyor General in July 2019.

The subdivision of land into land units starts with the configuration of the layout plan, which is allocated stand numbers.

The approved settlement plan is then pegged and framed into the general plan for approval.

In most cases, the numbering on the settlement layout is changed and sequenced by the Surveyor General according to stands.

Only 98 homes had been correctly registered in the municipal finance system.

Deregistration of incorrect stand numbers will then be done by the department, and replaced with the correct sequence on its housing subsidy system for approved beneficiaries.

Title deeds have not been registered, which will make the process easier.

The municipality will then data-cleanse all affected accounts with accrued arrears.

Municipal housing will have to submit a further report addressing current debt.
