Muni Manager sentenced over dodgy appointments totaling R1.8m

Thammy Nelson Kubheka (53), was sentenced by the Middelburg Specialised Commercial Crimes Court on Wednesday, March 19, for the contravention of the Municipal Finance Management Act.

During 2019 Kubheka was employed as Municipal Manager at Dr JS Moroka Municipality, Siyabuswa.

It is alleged that he appointed six service providers without following proper processes.

As a result, the municipality suffered an actual loss estimated at R1.8 million.

The case was opened at Siyabuswa Police Station, and it was transferred to the Middelburg Serious Commercial Crime Investigation Unit for further investigations.

Khubeka was arrested on November 22, 2022, and convicted March 17.

He was sentenced to two years imprisonment or a R50 000 fine.

He was also sentenced to two years imprisonment, suspended for five years, on a second conviction.
