KZN Social Development urges inclusivity for people with disabilities
Kwazulu-Natal Department of Social Development shines light on the importance of inclusivity and empowering persons with disabilities during Disability Rights Awareness Month.
KWAZULU-NATAL MEC of Social Development Mbali Shinga highlighted the importance of inclusivity in creating a society where every individual is respected and valued, regardless of their abilities. In light of Disability Rights Awareness Month from November 3 to December 3, this year’s theme focuses on ‘Creating a disability-inclusive society for a better quality of life and protection of the rights of persons with disabilities.

Shinga acknowledged that, despite advancements, individuals with disabilities continue to face systemic barriers and social exclusion. “While we’ve made significant strides, persons with disabilities still face prejudice, stigma and discrimination every day,” she said.
She reiterated that, despite progress, individuals with disabilities still encounter obstacles. “Too many are excluded from opportunities that others often take for granted. As a department, we are committed to building a society free from these barriers – an environment where inclusivity, accessibility and respect are at the forefront of our efforts.”
The KZN Department of Social Development declared that they are working to shift the focus from viewing disability as an individual’s challenge to recognising it as a result of societal barriers. “This approach aligns with the social model of disability, which holds that disability arises not from the impairment itself but from the physical, attitudinal and systemic barriers that society imposes,” said Shinga.

The department provides various services targeted at empowering persons with disabilities, including early intervention, residential care and community-based rehabilitation. These programmes are aimed to improve the social well-being, socio-economic status and skills development of individuals with disabilities.
“We offer essential services such as protective workshops, residential facilities and welfare organisations to help create an enabling environment for persons with disabilities and their families. Our district offices and facilities are also instrumental in ensuring that these services are accessible at the local level,” Shinga added.
As Disability Rights Awareness Month continues, MEC Shinga called on all members of the KZN community to reflect on the importance of inclusion and to take action in advocating for the rights of persons with disabilities.
