MBUZENI J Mathenjwa, once the Municipal Manager at AbaQulusi Municipality, has been awarded the Degree of Doctor of Laws (LLD) from the University of South Africa. It was conferred upon him at a ceremony at the University on September 18.
Dr Mathenjwa left AbaQulusi to take up a post as lecturer at university, where he is a senior lecturer in the Department of Criminal and Procedural Law, as well as an attorney of the High Court. Vryheid has remained his “home town” as his wife, Lindies, is a teacher at kwaBhanya Secondary School.
For his doctorate, his theses was entitled, “The Supervision of Local Government: Application of the Legal Framework”. Remarks on his thesis say that he “undertakes the most intensive investigation to date into the law and practice of the supervision (which includes monitoring, intervention and support) of local government by the national and provincial spheres of government.
“The thesis shows convincingly that both the law and the practice fail this neglected sphere of government, and makes specific recommendations to improve the applicable legislation and enhance the status and performance of local government.
“With these findings and recommendations, the thesis makes an invaluable contribution to the study of local government as an essential part of the South African constitutional framework.”
Dr Mathenjwa obtained his BJuris at the University of Fort Hare in 1992, and in 1995 completed his LLB at the University of the Witwatersrand. In 2006 he completed his LLM in Fundamental Rights at the University of South Africa.
