LETTER: Who is responsible for sinking the municipal ship?
There are so many forms of corruption that I will only mention a few that might have caused this situation:

Even though there must be an anti-corruption strategy and fraud prevention plan, the municipality still managed to fall into bankruptcy.
Who is actually to blame?
Is it the Municipal Manager, Councillors or the Mayor?

No, it is all the employees of the municipality.
Even if they didn’t do anything that caused this nightmare, the employees kept quiet when knowingly other employees are committing fraud or are even corrupt.
The municipality is [not] supposed to tolerate corrupt or fraudulent activities whether internal or external to the organisation, but nothing is being done, and a blind eye is given.
Now after all the blind eyes, the municipality is a sinking ship!

Bribery (promise, offering or giving of a benefit that improperly affects the actions or decisions of public servants), embezzlement (involves theft of resources by persons who control such resources),extortion (coercion of a person to provide a benefit to a public servant, in exchange for acting in a particular manner).

Abuse of power (use by a public servant of his/her vested authority to improperly benefit another public servant), conflict of interest (failure by a public servant to act on a matter where the public servant has an interest that has some form of relationship with the public servant has in interest), favouritism (provision of services according to personal affiliation) and nepotism (a public servant ensuring that family members are appointed to public service positions, or that family members receive contracts from the state).
