Update: 13 years of dedicated service by slain municipal executive director

An eyewitness at the scene described Oscar as a good man who always conducted his work in a professional manner

Simingaye Oscar Hlatswayo (38) was brutally gunned down this morning (February 7) at the intersection of Francis and Harrismith Road.

At the time of his passing, Oscar was serving at Alfred Duma Local Municipality as Executive Director: Infrastructure & Technical Services.

He had served the municipality for just over 13 years.

Oscar first served the former Emnambithi/Ladysmith Local Municipality since October 2005 on a contract basis, where he was appointed as a technical assistant.

From there, he worked his way up through the ranks and since August 2017, he was appointed as Executive Director: Infrastructure & Technical Services, a position he held until his untimely death.

At this stage, council is not aware of the motive behind the killing.

Alfred Duma Local Municipality Communications Manager Siyabonga Maphalala released the following in a media statement, “Allow me, on behalf of council, to send our deepest condolences to his wife, children, family and colleagues, and most importantly the community he served.

“A pillar of service delivery has fallen; an architect of transformation and local economic development has fallen. A young, dedicated intellectual has fallen.”

Maphalala ended off by saying, “We make an appeal for calm in the municipal jurisdiction during this period and we appeal to anyone with information on the murder to submit such information to the relevant investigating authorities. He has served his term and will forever be missed.”
