Endumeni councillors reject draft budget amid mounting financial crisis

Councillors reject the draft budget as financial instability and service delivery concerns deepen

Councillors rejected the draft budget tabled at a recent special council meeting, citing growing concerns over the municipality’s deteriorating financial position.

Representatives from the DA abstained while the ANC opposed the proposed budget, arguing that it lacked sufficient funding and failed to address ongoing financial instability. The IFP and ABC representatives voted for the budget. The Provincial Treasury has also flagged the budget as unfunded, raising further alarm.

Financial concerns dominate special council meeting

Acting municipal manager Thandelwethu Manda told councillors that investigations into fraud and corruption, stemming from a Section 106 report conducted by the Department of Co-operative Governance and Traditional Affairs last year, are still under way by the South African Police Service.

Non-payment of rates and taxes by residents and businesses remains a significant challenge. Councillors agreed that defaulters will be given 90 days to settle outstanding accounts or face legal action.

Manda also pointed to service delivery issues, including non-functioning streetlights and the urgent need to repair critical equipment.

In response to financial pressures, the municipality has reduced spending on vehicle subsidies, travel and accommodation. Officials indicated that tighter controls will also be introduced on non-essential expenditure, such as events and outsourced services.

Property owners, including those with businesses, residential properties and vacant land, have been urged to settle their accounts to qualify for the annual 10% discount.
